The Mexican online casino market runs on a closed licensing system. The Secretaría de Gobernación (SEGOB), through the Dirección General de Juegos y Sorteos (DGJS), grants the operating permits. SEGOB vs Curaçao: What It Means for Your Money

With a SEGOB license, if a casino holds back your withdrawal without justification, you can file a complaint with the DGJS. It is a Mexican body, with real jurisdiction over the operator.

Gambling Regulation in Mexico

Online gambling in Mexico is governed by the Ley Federal de Juegos y Sorteos, overseen by the DGJS within SEGOB. The permits were originally granted for land-based operations, and operators extended their scope to online through additional authorizations.

No new licenses are issued. Existing online operators work under inherited permits or in partnership with the original permit holders. That is why international brands such as Rushbet (Rush Street Interactive) or GanaBet (CIRSA) operate through Mexican partners.

A new Ley Federal de Juegos has been in the works since 2025, expected to reach Congress in 2026. Until it passes, the current framework remains in force.
